Looks like a dryer vent on the outside of a house, to me.... We had a birds next in ours once, I think..

Heh, well.... This is a hard one... Maybe a storm drain, but the numbers on the side are throwing me off....
Bingo!But there is a story behind this, which I hope to get up sometime soon.
